Just Energy Transitions and SDGs: Tools and Enablers

Energy systems transformation will be key to meeting the Paris Agreement’s temperature goals. Energy contributes the largest share to net global greenhouse gas (GHG) emissions when considering both supply and demand sectors, accounting for nearly two-thirds of net anthropogenic GHG emissions in recent years. However, there is an ‘implementation gap’ between adopted policies and what is needed to reach the Paris goals.
Addressing this gap will require various tools and enablers, such as finance, technology and capacity building. For instance, research from the High-level Policy Commission on Getting Asia to Net Zero finds that achieving net zero emissions by mid-century could significantly boost the Asia-Pacific’s GDP and create millions of net new jobs – but it could also require around $70 trillion in investments, and result in employment loss in fossil fuel-related sectors. ‘Means of implementation’ are therefore vital to ensuring that actions are equitable and in line with the principles of common but differentiated responsibilities and respective capabilities. Actions within and between countries need to be supported by multilateral mechanisms as well as policy processes at all levels.
Against this backdrop, the Asia Society Policy Institute, The Energy and Resources Institute (TERI), TERI School of Advanced Studies, and the Center for International Climate Research (CICERO) are convening a discussion at COP28 in Dubai to synthesize perspectives on promoting just energy transitions and achieving the Sustainable Development Goals (SDGs). The discussion will explore the role of various tools and enablers, such as climate finance, green budgeting, social protection measures, and international cooperation initiatives, along with key actors.
